In Britain, Princes tend to be the sons of Kings. If it seems strange that the Prince is out ranked by the Steward, I think it is down to confusion with terms. Faramir ruling as a prince in Ithilien was a similar situation. Belfalas itself is actually a principality of Gondor, in which the Prince rules his land as a vassal of the King of Gondor (and in the king's absence, the Steward).
